I don't think the government should be paying for anybody's viagra whether in the military or on the government's welfare dime. Correct me if I'm wrong but I think insurance companies stopped covering it.

From another article I read the prescriptions go to retirees and active duty personnel. They did not break it down as to which group received what % of the dollars. Cannot help to think that the bulk went to the veterans.
