Clarify for me...do you mean he arrived at the ER with his dad, and then an officer followed and cited him for his driving on the way there, or was he speeding after leaving the ER and the officer cited him after clocking him on his way elsewhere from the hospital? If the citation was given via traffic camera, the person who got the ticket should contest it in court, and I think a reasonable judge wold dismiss it. I'm guessing he takes it to court he gets dismissed unless cops followed him for 5 miles and he never pulled over and said please give me an escort or transport him for me.
