This is chilling. You are somewhat correct. Carter didn't ban Muslims, he banned Iranians. He also forced those already in the US to report to immigration centers within a certain amount of time (I believe it was 30 days), DEPORTED those that had any questionable record or invalid visas (approximately 15,000), and put restrictions on those lucky enough to remain in the US.
