There are two distinctions about offers that tend to inflate the actual offer counts that are even verified by the scouting services..

1) At the point an offer is made it becomes static because there really is not any purpose for the retraction of an offer. So once it is out there it continues to be counted by most kids even though schools stop recruiting a player often.

2) There are offers that are made for multiple purposes and often without the intent of ever accepting a commit until much farther down the line of the recruiting cycle. The term "commitable" offer is harder to determine, but a player or coach know the difference. When you are actively recruited coaches will be at your games during the evaluation periods and in constant contact with you and it is those offers that are harder to come by.

@GoHardITP is 100% correct. There have been countless examples of a school offering 5 incoming JR point-guards, a kid wanting to commit (that is down the list of the 5), the school stalling and saying we need to get you here for an official, etc., then the top PG target verballing and the other 4 kids are essentially carrying an offer that they can't commit to and is basically no longer viable. That happens all of the time. Many schools / coaches make 100+ offers per class when they would only accept 5 kids into their program, sometimes it is the first 5 that say, "yes", but often it is for 5-10 they really like and 90-95 insurance policies.

I'm with GoHardITP on this. Each coach/team has their "wish list" of kids they want but by no means are these the only kids they are watching, or possibly offering. I also feel that both sides typically play this game and to some extent both parties are actually hedging their bets. The player is hoping they get an offer from the school they like best and the school is also hoping that the kid they like best accepts their offer.... if not, it's onto the next one on the list.

Others have answered your question well, but let me add that there is a decorum of diplomatic communication so nobody is going to look insincere or evil if a kid who has received an offer tries to commit and is turned down. There are ample ways to plausibly suggest how circumstances have caused a situation that prevents accepting a commit. Colleges usually only have 3-4 spots annually and those are spread on positional needs. The easy answer is suggesting that position of the player wanting to commit has been filled or a transfer is coming in making it no longer a position being recruited in the class. But I could think of ten ways to let someone down gently and it never turns ugly. Are kids disappointed at times...sure they are. But so are coaches in the process which makes the offering kids at a pace much greater than that of available spots a game within itself. It is more difficult for the bystander to determine, but when you see schools at prospects games or in frequent contact with the player it is a better indicator of whether the offer is serious or not.

Schools may offer a kid early based on their potential but by the time signing day rolls around, that offer is no longer valid.

 

I've coached kids in the past who got multiple D1 offers but by the time it came to sign the paperwork, they may only have 1 or 2 choices. I had a kid 2 years ago that got an offer from an in state school after the first weekend in July. The offer came from an assistant. The head coach came and watched the kid each of the next two weeks and they stopped recruiting the kid because he "didn't play hard enough".

 

The kid wound up still getting his college paid for through basketball so all is well, but that's an example.

 

Additionally, they may only have a certain number of offers for position groups. If Samford has 2 guard spots to fill in 2018, they already took the commitment from Wales so they will only take one more guard. They've probably offered 8-10 other guards in 2018. First to commit gets it. Everyone else is still in the market and looking for a a school.
