If that were really the concern, something would be passed in regard to better regulating foreign exchange students. After all, there are more foreign exchange students playing in Kentucky than there are students residing in neighboring states. Of course, those who pushed Proposal 3 have several foreign students. Thus, the purpose, as with Proposal 20, was strictly self-serving. But, then, it is always good to claim to be acting for "Kentucky kids". Link to comment Share on other sites More sharing options...

That, of course, will continue with the "blessing" of those who passed Proposal 3. I have never seen any statistics but I would bet there are more foreign exchange students and similar types participating in athletics in Kentucky than there are athletes who have a legal residence in another state. If the foreign exchange student is living with a family outside of the state of Kentucky then I feel the exact same way. If he/she is living with a Kentucky family then suit up. Wouldn't you prefer an American citizen over a foreigner? At least, the family of the out of state child, most likely, contributes to the running of the country and, thus, federal funding to education which is so valuable to public schools. It is not good logic to support foreigners but to oppose our own citizens unless, of course, your school caters to foreign exchange students. letabrotherspeak Posted October 26, 2005 Share Posted October 26, 2005 I'm thinking Fort Campbell and the fact their school and population are actually located in Tennessee one of the "several issues of concern" Since it is a military installation, I would think they would be given a waiver, because I would reckon they have a fair amount of transient students.
