Outside of Central, maybe, no JCPS school should ever ask to play up. Even to save a little on travel expenses, doing so is administrative malpractice. It looks like there are now groups of 4A and 5A sized schools within Jefferson Co. to stay in county and within districts.

There was a JCPS coach that posted on BGP, maybe only once, a few years ago offering the most lucid analysis of what ails public school athletics in Louisville - too many schools, dreadful facilities, lack of a range of sports at each. I need to search for that post.

As an aside - It's no wonder families are compelled to "pay to play" at Louisville private schools. Having seen how they work, after living in some big metro areas around the country, I've appreciate, and am a fan of strong, healthy public school systems.

In the before times, only four NKY schools west of the Licking River were playing football - Holmes, Dixie Heights, Ludlow, and Lloyd Memorial.

I would add Casey or Adair to that district depending on what Glasgow does with opting back to 3A.   Butler Co and Franklin Simpson already joining the current 3A D2 area. Edmonson is also, but as smallest 3A school they would move down if anyone is added to 3A.

It was pretty definitive that Central will be in 3A in the next realignment cycle.

Do we have any news on this? I"m hearing some 5-A teams are moving up to 6-A. Some 2-A teams are going down to 1-A and some 2-A schools are going to 3-A per their request. NOT the draft that came out in early December.

It would be nice if KHSAA would release the names of schools that have requested to play up and which schools have accepted the opportunity to move down in class.

I can confirm from growing up a street over on Idaho Avenue that the backyards of the houses in that location do naturally form a sort of a natural bowl.

If it was actually there, it most certainly wouldn't have drained well either....which could explain for the nickname "The Swamp."

Sorry I overlooked these. Not sure about the off campus location CWB though that makes sense in a way.

JB, you're pretty close I think. My dad picked up on it talking to fellow reporter Marty Kehoe. I've come across (and can't find it now) an archived article of the McNabb "as told to" Kehoe reference that mentioned the reclaimed area was once marshland. Think that area of undeveloped land that I-75 now runs through too was the dividing line between "South" Fort Mitchell and the country club side headed up towards Fort Wright.

Adair County		We would like to request that we play in the central time zone for travel purposes. In the past we have had early release on Fridays, so travel time has not been an issue. In the 2023 school year and moving forward we are going back to full day Fridays. With that we do not get out of school until 3 pm central time and with bus issues we cannot get out of town before 4 pm central. If we are in a district that is all or mostly eastern time, we would not be able to start a game before 8 pm eastern. We understand that we might have to play some in that time zone but if we can request mostly or all central time zone that would help. Thanks for your consideration.
Breckinridge County		First and foremost thank you for your time and consideration. Breckinridge County plans to stay in the 4A classification for this cycle but would like to petition to play in a district with the 4A schools in and around Hardin and Jefferson counties. We have spent many years in the district with these teams and after surveying all factors such as driving distance and travel conditions we feel this is the best spot for our program. We are making this request based upon the distances to these other 4A schools and also the driving conditions to these schools as well. The following is a distance in mileage from each of the schools that we are requesting to potentially play with: John Hardin: 39 Miles Elizabethtown: 39 Miles Louisville Valley: 46 Miles Louisville Doss: 51 Miles Louisville Western: 54 Miles In comparison to all other teams in the 4A classification currently ALL would be longer drives than these teams east of Breckinridge County. In addition, our football coaching staff drives the buses and trailers to games on Friday nights and these trips to Hardin and Jefferson County represent better and safer travel conditions for our coaches than all other trips in 4A. We understand that we cannot pick and choose a district so the scenario above may not be perfect due to movement of teams up and down but there are still teams such as Nelson County (71 Miles away and good driving conditions) that could be potential opponents east of us as well. As always we truly appreciate all you do for football in our state and the time to hear us out. Thank you for your time and consideration!

At your suggestion, I have drafted a letter that I will post in the open comment section of the football reclassification form due on Dec. 21. It is my hope that these comments garner some attention from the Board of Control. I also hope that these comments help me find schools similarly affected, and that we might start some momentum to reform the classification process. I have pasted the letter below in case you would like to offer any feedback before I submit next week. Thank you, Organizing schools into classes should make competition between schools fairer and more competitive. Relying solely on enrollment numbers without any consideration for other factors affecting competitiveness works against this principle. The KHSAA should consider additional factors, or at the very least, create some mechanism that provides an opportunity for schools with a documented history of limited success. The current system of classification by enrollment may work for the majority of schools, but it does not work for all. Boone County High School is one such school whose students suffer from the failures of the current classification system. The Boone County football program has had 2 district wins in the past 11 seasons, the most recent coming in 2016. In the four most recent years, the average score in district games was 41-3, meaning the games were so unbalanced that the typical game resulted in a running clock. In a sport as physical and violent as football, this also indicates an imbalance that is potentially dangerous, especially after successive weeks of lopsided district play. It should also be noted that this period has featured 3 different head coaches, all of whom were part of successful programs before or after their time leading Boone County. And yet the current classification document lists Boone County as the 7th largest school in the proposed class 5A. Why would a school near the top of its class in enrollment experience so much adversity for such a prolonged period? The answer is that enrollment without context does not tell the whole story. The area around Boone County High School has grown dramatically over the last five decades, but in the last 30 years, that growth has increasingly been outside of Florence. Conner in Hebron (opened in 1970), Ryle in Union (1992), and Cooper in Union (2008) have been the beneficiaries of this growth since 1990. And while Boone County High School’s enrollment is within roughly 100 students of Conner and Cooper, those numbers again do not tell the whole story. According to KDE school report card information from 2021-22, 54.3% of the Boone County High School student body was eligible for free and reduced lunch compared to an average of 28.9% among the other three high schools in the same district. The number of Boone students eligible this year is currently 57.1%, continuing the trend of an increasing percentage of students at Boone County High School facing the challenges of income insecurity and the accompanying barriers to participation in school activities. Examining the number of students identified as English Language Learners (ELL) paints a similar picture. These students are often first or second-generation immigrants, and they face additional barriers to participation in school activities. According to KDE school report card information from 2021-22, 13.7% of the Boone County High School student body was identified as ELL compared to an average of 3.3% among the other three high schools in the same district. In the current school year, the number of Boone County High School students labeled as ELL has increased to 14.5%, continuing a trend. Considering the trends, it is difficult to imagine a scenario where Boone County High School can be competitive in a district derived exclusively from raw enrollment numbers with no regard for context or prior success. Certainly there are other schools across the state similarly handicapped when they are judged by enrollment without any consideration for their own unique situation. If it is the goal of the KHSAA to make competition between schools fairer and more competitive, the KHSAA must consider additional factors in classification, or at the very least, create some mechanism that provides an opportunity for schools with a documented history of limited success.
Madisonville-North Hopkins		The Hopkins County School Board of Education has voted to change school attendance zones beginning next school year, 2023-2024. Therefore, Madisonville-North Hopkins High School would like to petition the KHSAA to stay in 4A/Region 1/District 1. The projected enrollment at Madisonville-North Hopkins High School for 2023-2024 will range from 1,050 to 1,100 students. This will decrease our boy enrollment closer 525 by 2023-2024 and closer to 500 in three years. The school attendance zone changes will decrease Madisonville North Hopkins student enrollment to about 1000 students over the next three years. The Hopkins County Board of Education aims to ensure that school enrollments are closer to building capacities across the district and to make the most efficient use of facilities. These goals will reduce the projected enrollment at Madisonville North Hopkins High School to about 1,000 students within three years to better balance the enrollment with the other district high school. The travel cost for 4A/Region 1/District 1 is favorable as well. Please take this into consideration.
