Iglesias wasn't a starter in Cuba. The Reds tried to convert him into a starting pitcher & it didn't work well.
Chapman was a starter in Cuba and spent at least 2 years in the Reds' system as a starting pitcher.
I found this season to be frustrating due to the lack of progress by most of the young pitching; however, the last 4+ weeks have restored some of my optimism moving forward.
Garrett recently threw a complete game, 7-inning shut out allowing only one (1) hit, one (1) walk and ten (10) K's.

I agree that neither is an ideal fit for CF, and neither one may be the long-term answer but at this point getting them regular AB's (especially Winker) is more important than their defense.
Choo was not an ideal CF either, but the Reds made it work. Schebler could do it for the next 30 days.
Yup, I think Billy is the odd man out. Move Schebler or Winker to CF and let Billy come off the bench. He could be a great asset as a pinch runner & defensive replacement late in games (assuming the Reds get to play meaningful baseball at some point in the future).
