48th could also be fixed by moving Somerset to 48th, Lincoln then moves to 47th leaving Garrard, Boyle, Danville and KSD as a 4 team Dist and no one changes regions. Also just 2 teams have to move. If Clinton or Russell is moved from 16th then a team from 15th has to move as well as a team from the five team 14th Dist.
