I disagree with the declining enrollment excuse as well. My brothers class 4 years after mine had 30 more boys in it and it went up, slightly, for a few years following that as well. Now it's back down. Overall there are fewer today than in the 70's sure. But enrollment has been a cyclical thing like this for a while now.
