I still don’t see why they should even think or consider it. You mention program building, opting out sure isn’t going to help build anything. Even the players will know they are legit playing for nothing. How is that going to build anything? Yeah maybe they would only possibly get one district win over maybe Scott. That one district win though would most likely get them in the playoffs for the first time in years. Which that would be a step in the right way for a team looking to build.
 

I know there is always talk about first round blowouts. However, for a team that hasn’t been to the playoffs in years. The simple accomplishment of just making the playoffs is something to be proud of then for a team trying to build it back. It is little steps like that that helps build it back, not possibly opting out. All that is telling the players is we don’t think you are good enough. That doesn’t accomplish anything if they do that, and just would lower their numbers in football IMO. 
 

Which at that point Boone and the district would be doing the players a disservice by making them have to stay at Boone and play there when they aren’t competing for anything if they opt out. Which is why I don’t think it would happen even if Boone wanted to, because I don’t think the district would allow it.

The only time a team should possibly opt out of district competition is when a team is a in a situation like Bellevue was last year. Where they simply don’t have enough players, or majority of their players are just freshman. At that point is is reasonable to opt out and play possibly a freshman/JV schedule for two years. I just don’t buy really any reason why they could or should opt out. A school like Boone which is one of the top 10 biggest schools in 5A in male enrollment, has no business trying to opt out and would not be beneficial at all IMO.

The last time around Western, who had been slated for 4A, elected to play up in 5A. They're shown in 4A again in the release from the KHSAA, but I'm not positive that they will be playing up again.

Trimble County elected to move up from 1A to 2A in the last realignment. They are shown back in 1A in the release from the KHSAA, but they're another team I wouldn't be so sure will petition to play up again.

Central elected to move up from 3A to 4A in the last realignment. They are shown back in 3A in the release from the KHSAA, and they're also a team that may or may not elect to play up again.

I think there's a possibility that we see Lincoln County try moving up to 5A.

The Courier-Journal has confirmed that Central is staying in 3A, Cov Cath is staying in 4A, and Butler is staying in 5A.

Central AD said it all right here:

“Whether it’s in 3A … or 4A, at the end of the day every single class is going to have four, five or six schools that are consistently going to be in it for a championship,” Bringhurst said. “There’s a reason the same schools are making it to Thanksgiving weekend consistently. You’re going to have those in every class.”

Hearing that Washington County is going to ask to play up in 3A.

I don't believe this question was answered so I will give it another shot many pages later in this thread.

 If a team opts out of district play, what happens to them in the first 2 rounds of the playoffs? Are they eligible for the playoffs?

They play a 10 game season. Then the season is over.
