These are children. Schools should step up no matter what the paperwork says for children.

Nearly $800,000,000 (2014 number) in state and local funding is spent each year on these students across the country. That is $800,000,000 that could be going to other programs, hiring and retaining great teachers and advanced education for special needs children.

 

I agree the children are mostly here at no fault of their own and something needs to be done for them, but it is at the expense of other students and programs at the schools.

I don't disagree, my point was educating these children comes at a cost directly paid by our children.
