The board also approved moving the trade deadline from the Thursday after the NBA All-Star Game to the Thursday 10 days before the game. Silver said the NBA moved its trade deadline up to help any players that are traded at the deadline. When the deadline came after the All-Star break in the past, players who were traded did not have much time to acclimate themselves and move, especially if the trade sent a player cross country. However, with each team calling time outs after every possession or two during the last 1-2 minutes of the game, the game borders on unwatchable, not to mention the fact it takes forever to play those last two minutes. I don't like that either, although there is at least a penalty (the free throw) and it only stops the game momentarily. Too many stoppages interrupts the flow and makes the game less fun to watch. No, it is not a bigger deal because it doesn't add value to the actual games like restricting timeouts. In the NBA though, teams are required to take called timeouts at certain times of the game that count against their total.
