I thought the constitution specified that our military is to be civilian lead ie. by a civilian president. At least I thought it specified that.

Douglas MacArthur learned that lesson in 1951.

The latte salute was deliberate and it was disrespectful. The man has shown nothing but contempt for the military. How hard is it to hold a cup of coffee with one's left hand and salute with one's right hand?

Actually there is no such restriction. A permenant standing army was not envisioned. All male Citizens of certain ages were to be part of the state militias that formed the Army. Everyone was a civilian - and a soldier.

 

Article II, Section 2:

"The President shall be commander in chief of the Army and Navy of the United States, and of the militia of the several states, when called into the actual service of the United States;..."

I was a soldier. WAC. A salute is bottom up to officers; ie, Sargent and Captain salute Major. The Marines would always salute the Commander in Chief. It is respect for the position. In passing or meeting , you salute. Generally, In a working environment, you don't. You would get nothing done. An officer, unable because of having his or her hands full, would say "Carry on, Corporal." You then release your salute. Reagan did start the return salute. Ike felt he was then a civilian so did not. I don't care except if you are going to do it, Do it right.

Bluegrasscard laid it out pretty well about the president's civilian nature. We could conceivably elect an active military man (although I don't think the demands of modern command on a daily basis would fit in well with the demands of the modern chief executive).

 

The civilian nature of control of the military is supposed to come from a Congress that should hold the exclusive power to declare war... a power that our cowardly Congressmen and women have more than willingly handed over to the executive office over the last half-century.

If we elected an active military man I would think he would have to resign is commission making him a civilian.

I'd have thought so, but that requirement would be extra-constitutional is my point... subsequent law or perhaps military regulations may have already addressed it.

So in your opinion, what is the proper response for the POTUS when saluted like this?

 

He knows he will be saluted getting on or off a plane. Lose the coffee cup. Address salutee as I stated "Carry on", "As you were" if his hands are full of something he needs.
