I'm not sure, some of the best education systems in the world work on a similar schedule to the US. I would like to know what they do different though.
I agree, however the first course of actions should be to return funds that have been used elsewhere over the years. Once past obligations are brought current, then all Kentuckians should benefit.
What a tragic accident, just seems like a perfect storm of problems so I don't see anything happening to the officers or 911 operators. It's really sad that they were onsite 9 minutes before his second call so there would have been time to save him.
I get what you're saying but then again, there have been a ton of commercials showing the consequences and urging people not to text and drive. It gets much more up front exposure, just not much when the inevitable accidents happen.
