  1. It does 100%. But it also talks in the cost aspect of things as well and what is required of each umpire. There is also a big pull from travel/rec programs that reduce the pool of umpires for High School from both above levels and levels below. I have way more experience with baseball. I can say that the pay is absolutely a turnoff for anyone who is looking to get into officiating at the high school level. Let's look at requirements for officials to work KHSAA events vs local rec for example. This is assuming that you have already purchased protective equipment and uniforms and am only worried about year over year requirements. Requirement to Officiate KHSAA: KHSAA Dues($70) Local Association Dues($50-$70) Attend at least 4 meetings for Postseason Eligibility Pass Background Check Pass Part 1 test for initial certification Pass Part 2 test year over year for post season eligibility Wait days to weeks to get paid. Requirement for local travel/rec games Possibly join officiating group?($50-$70) but not really required. Show up and get paid on the spot by the coaches. No meetings No Rules tests Now, let's look at the pay you receive: KHSAA: $75 Single game - $140 Doubleheader(Rare in Northern Kentucky unless the weekend) Maybe once you will get a Tripleheader Work 1 person game in JV and below. Two person in Varsity games No Time limit Travel/Rec 9u-13u: One umpire games paid $35-$40 cash from each coach for a total of $70-$80. Work up to 5 games on a Saturday and another 3-5 on a Sunday. 14u: $70-$80 cash from each coach Time limits set at No new inning at 1:45.

  5. Illegal Participation is a 15 yd penalty from the end of the kick. Illegal Substitution is a 5 yd penalty from original spot as it is a dead ball foul before the snap.
  6. we are obviously not watching the same play. I can see the defenders facemask the entire time. Also, why would the defender look to his right and away from the runner when he is still 1/2 to 1 yd ahead of the runner at the time of the illegal block?
  7. By the new rules: ART. 10 . . . A blindside block is a block against an opponent other than the runner, who does not see the blocker approaching. ART. 3 . . . No player or nonplayer shall n. Execute a blindside block outside of the free-blocking zone with forceful contact unless initiated with open hands. Have to look for three things on this hit Was the contact forcible or excessive? By the fact that the defender is laying on the ground, yes it was forcible Did the defender see the blocker coming? No Did the blocker use open hands? No If any of these answers are the opposite of what they are in this scenario, it is not a penalty. This is a quality call with the rules that are in place. The same result would have been accomplished legally had he simply lead with open hands

The Policy Board does. Assignors work for the schools not the officials. So, they can and do assert their power quite often. Each coach knows exactly who to call and if they don't, they are an idiot. Also, the guy to call for baseball umpires at the state level is Butch Cope but you better have video supporting your claim. As far as the umpire not knowing the pitch count rule, it has been stressed many times over that the umpires have nothing to do with that rule whatsoever.

  18. Should but don't know. Baseball IQ in today's youth is lackluster at best. As for the JV game, I call bologna. Even when using the number system I have never seen a catcher that hasn't been waiting on the batter to step into the box to grove the sign to the catcher
  19. What pitches do little league kids need called for them? If they are throwing anything more than Fastball or a change up shame on that coach
  20. While it says that. It is only there to keep the Policy Board from trying to host at a gym with 74 ft floors for an example. Secondly, everyone throws out that Julian Tackett makes the call when in all actuality if he personally made the call on everything, what would be the use of hiring as many employees as they do. The policy board 99.9 times out of 100 makes the call on where they will host their regional tournaments and then send it in writing to the KHSAA office where it is almost always approved.
