While reviewing a play on film I noticed this scenario. The Qb was approaching a sideline with the ball was hit and fumbled the ball inbounds. The two closest defenders, the one who caused the fumble and a trailing defender both went out of bounds with both feet. One defender ( who was out of bounds ) stepped with one foot in the other out dove back into play and recovered the ball. It was ruled as a recovery by the defender.

1. Can a defender be the first to touch the ball after being out of bounds?

2. Does he have to re-establish himself with two feet inbounds if he can be the first?

 

I'm thinking that was an illegal touch or the ball should have been ruled out of bounds and dead going back to the offense.

I thought he had to reestablish himself in bounds before he could recover it. He can be the first to touch.

In the Cov Cath Highlands game, Highlands lined up 4th and less than five and punted the ball away. Returner caught the ball clean and was tackled. CCH called for a penalty (not offsides or 12 men on field).

 

Ball was returned to original LOS and advanced 5 yards. Highlands ball 1st and 10. Does anyone know what the call was? I don't recall ever seeing a call like that before.

Not sure what happened on that actual play, but I have seen holding called on the return team where the holding occurred before the kick. That results in a similar situation to what you described. They mark off the penalty from the line of scrimmage, and if the yardage results in a first down, the kicking team retains possession.

The announcer said "Illegal Participation" and now looking up the signal on the internet, that's what the ref signaled.

I believe it was a late substitution penalty that was called on CovCath. The 11th defender came onto the field after the play was started.

“ART. 3 . . . During the same dead-ball interval, no substitute shall become a player and then withdraw and no player shall withdraw and re-enter as a sub­stitute unless a penalty is accepted, a dead-ball foul occurs, there is a charged time-out or the period ends.”
