The FBI thing has gotten so big that I really think mass amnesty at the school level might really happen in order to spare the NCAA the embarrassment of what a fraud amateurism has become.

You are spot on. With the absolute absurdity of the North Carolina ruling, anything could be ruled. NCAA potentially fighting for its' own survival and salvaging its' own credibility.
