I don't think deflated footballs made a 38-point difference.

Not sure how the NFL will be able to prove this. Wouldn't the ball naturally deflate by the time they tested it?

I saw that in an article but in the NFL rule pages I searched, it says that the home team provides the 36 game balls for an outdoor game and 24 for an indoor game.

They test them before the game. They apparently took several (not sure how many that is) out of play during the course of the game because they were deflated. Almost every game balls are taken out of play for the same reason, but it sounds like more than normal were last night. Not sure how they can prove if it was due to intentional acts or natural effects based on the weather and the game.

The home club shall have 36 balls for outdoor games and 24 for indoor games available for testing with a pressure gauge by the referee two hours prior to the starting time of the game to meet with League requirements. Twelve (12) new footballs, sealed in a special box and shipped by the manufacturer, will be opened in the officials’ locker room two hours prior to the starting time of the game. These balls are to be specially marked with the letter "k" and used exclusively for the kicking game.
