I know that in Harrison County an ambulance had trouble reaching where it needed to go because a car was stuck in the snow. They may be what it means. I know in Lexington they will just have those signs posted on some of the most traveled roads to keep them open in cases like this. I think that the main reason is so that emergency vehicles can get where they need to go. Harrison is in a Level 2 Snow Emergency which means travel is discouraged. If Harrison goes to a Level 3 then the only vehicles allowed on the road are Emergency vehicles.

THE MONTHLY SNOWFALL FOR JANUARY 1978 WAS 31.5 INCHES...WHICH IS THE HIGHEST AMOUNT OF SNOW FOR ANY MONTH. THE GREATEST SNOW FALL FOR A SEASON WAS ALSO BROKEN WITH THE 1977-1978 SEASONAL TOTAL OF 53.9 INCHES. THE MAXIMUM SNOW DEPTH AT CINCINNATI UP TO THAT TIME WAS JUST BEFORE THE BLIZZARD WITH 14 INCHES ON JANUARY 20TH AND 21ST OF 1978. Level one is basically be careful and no parking on restricted streets, level 2 is drive only if necessary (most of NKY was on level 2 yesterday) level 3 means emergency only.
February 16, 201016 yr Has anyone else made the best of the snow yet and made SNOW CREAM? I made a batch earlier...yum! Every person should experience one good batch of snow cream! LOVE SNOW CREAM! But mom has to make it.

Don't forget that level 3 is emergency only but you can also be ticketed if pulled over when driving in a level 3.
