Of course. Allowing students to transfer doesn’t mean they will automatically be accepted into a different school. That’s a whole different discussion. We are simply talking about families having the choice of sending their kid wherever they want without being penalized.

Keeping in mind BGP's core purpose as a sports-discussion community, discussion of the the managing bodies specifically serving over high school, college, amateur, and professional sports leagues (KHSAA, NCAA, IOC, MLB, MLS, NBA, NFL et al), along with the officers, officials and the titles held by the individuals within those organizations is permitted on BGP. Similarly, high school and college/university administrators and officials, when discussed in a strictly non-political manner, are all permissible on BGP.

Do you believe each school would take it as a case by case basis? Or they would either have to accept or decline ALL transfer?

I don't see any way you could do all or nothing. It would be case by case.

With a public school, if a kid moves into the district, the school has to take them right? I would think the choice would come into play only if it is an out of district student. Private schools, obviously, can choose to accept or deny whoever they wish.

But just because they accepted them into their district, would that mean they HAVE to let them play? Or would it be a way they could deny them?

A school accepting a student isn't any guarantee that they would make the football team, if that's what you're asking.

Are there school's in KY that has football as a cut sport? I didn't know that existed in the Commonwealth.

I don't know of any football program that cuts, and don't know any reason why one would cut anybody. But being on the team doesn't mean you will play.

Commissioner Tackett brought up the discussion in the meeting on February 16th. He proposed that he and Chad Collins (general counsel to the KHSAA Board of Control) take some time to sit down and write up a proposed amendment to Bylaw 6 and was asking all board members to send all suggestions, questions, and concerns about the proposed amendment so those things can be taken into account in the way the amendment is written.

Tackett was especially mindful in talking about how they need to pay particular attention to their list of exceptions to bylaw, and that they need to very closely review whether any exceptions need to be added or removed.

It sounds like the plan, for now, is that Commissioner Tackett is going to bring some form of the proposed amendment to Bylaw 6 to the Board of Control meeting in May for open discussion in session. Then they're intending to revise things based on the open discussion, and re-present it for more discussion and possible voting. Tackett didn't offer any more particulars on timeline for final voting, but he did say, "This is not something we're going to spring on [the schools] in September and say, 'By the way, we're voting in two weeks.' "

Here's the video stream for the KHSAA's February 16th Board of Control meeting. Discussion of the amendment to Bylaw 6 begins at the 43 minute mark and ends just before the 1 hour 6 minute mark.

Interesting point made during the meeting: over 80% of the appeals of the KHSAA's ruling on transfer eligibility end up overturning the KHSAA's ruling.
