I guess I'm still not sure about the actual unholstering of the weapon. Was the weapon unholstered prior to the officer getting on to the hood ? Likely not, if so, why would you jump on the hood and not fire from a standard position ? If you were on the hood and the car moving, I would then think it would be much more difficult to unholster and obtain a firing position without coming off the car.

These guys literally practice drawing their weapon 1,000's of times from every conceivable position. Most can draw their service weapon out of their triple retention holster as fast as Raylan Givens can pull straight out of leather.

Not to be rude but have you talked to anyone that's done any law enforcement training regarding shooting? You'd be surprised the various positions an officer is taught to be able to shoot from such as laying their left and right sides in a fetal position using your legs to secure the gun or laying on your back shooting over head. The whole point is to know that regardless of the situation you can shoot to save yourself or others even if it's not an ideal position to be in. Again don't take this the wrong way because I'm not trying to talk down at any one but standing and kneeling aren't the only ways they're teaching these days.

It is not uncommon for anyone firing a gun under these circumstances to not know how many shots they may have fired or lose count. Most of the time in these situations someone (law enforcement or not) will empty their magazine and not even realize it. The fact that he fired only four shots when he had 12-16 available (depending on his firearm) shows great restraint on his part and that he wasn't just firing recklessly.
