My gut feeling says the case will be presented to the Grand Jury (essentially a criminal charge but also a technique used to run an end around) so that the case can be buried criminally and then the Sheriff's Department will write a moderate check to make the case go away in civil court.

I think he means you take it to the Grand Jury and if they don't indict him a criminal cases is dead unless something else were to come out later. As far as writing the check, IF the family decides to sue, the Sheriff's Dept's insurance carrier may decide that it would be easier to settle than to go to court and would make them an offer.

Like to be a fly on that Grand Jury wall. I'm assuming if the GJ doesn't indict, then the civil settlement would have a caveat that seals any further details being released ? Effectively dismissing with prejudice ?

If you honestly think any police officer is going to jump on the hood of a moving vehicle which puts them directly at the mercy of the already non compliant driver well then I guess that's your take on it. But angry or not I don't see any officer that values their life jumping on the hood of a moving 4000 lb vehicle. I know I sure as hell wouldn't no matter how mad I am.

 

We know that he admitted hopping on the hood. It's an almost impossible angle for him to be in grave danger forcing him to hop.

Does the coroner holding back the autopsy and tox report when an investigation is occuring like this mean anything outside of the coroner just not wanting to complicate the investigation OR do the findings perhaps contradict the statement of the officer and he doesn't want to be the one to point that finger?

How would toxicology findings contradict the statement of the officer? Did the officer say she was under the influence? I did not see that statement. I'm assuming he did not have a chance to determine if the driver was under the influence of alcohol or drugs since she did not stop? I'm assuming he is with holding since it is a high profile case in the area?
