It has to be posted 30 days just like a normal position.

If so, I don't think the job has to be posted. In other words, you can hire from within without having to meet the 30 day posting requirement.

I guess Highlands can have a more restrictive rule but to me it seems odd that someone who was already co-head coach could not be made head coach without jumping through hoops to do it.

The intention of HHS may very well be to promote Weinrich to head coach immediately, or maybe they are just taking time to digest the turn of events and weigh their options. Either way, I can still understand how it could take a little while.

That council is made up of the Principal, 3 teachers and 2 parents and they have a regularly scheduled meeting once a month. The only way to make a move would be to wait for that meeting (not sure when they meet) or to call a special meeting just for this purpose. Depending upon the schedules of the members of the Council, it can sometimes be a juggling act to try and schedule a special meeting.

Who appoints the SBDM?

The principal or another admin is automatically on the council. I don't know of any instance where it isn't the principal himself.

 

The 3 teachers are elected, annually, by a vote of all teachers in the building.

 

The 2 parents are elected, annually, by a vote of all parents with kids in the building.

 

The council members have to take several hours of training each year to be certified to serve.

They are involved, same process. The difference is in the posting requirements for those jobs vs a certified position.

 

Ultimately, the principal still has the final decision in hiring, but he/she usually follows the SBDM recommendations.

 

If done properly, it is a pretty good system. It has eliminated the "good ole boy" network in hiring in public schools.

I left off that the way it reads to me was Certified is all that is mentioned...not the rest of the school staff

Watusi is correct, the Principal is the chairman of the SBDMC and, by law, has to bring, at least, one application to the SBDMC to review and to make recommendations. The Principal can, or can opt to not, take the recommendation of the SBDMC into account in the hiring process. However, the Principal has the final say on who is hired. Sidebar: the only time the SBDMC has final say in the hiring process is when a principal is hired. The Superintendent could only hire for a position if the school, at the time of the hiring, did not have a principal. The School Board has no hiring power, or control over personnel, except to hire a Superintendent. The Superintendent is the only employee of the School Board.

 

The AD has no hiring power. The Principal can include him/her in the process and hire who he/she recommends, but again, that is really the Principal doing the hiring, not the AD.

 

The SBDMC is made up of: the principal, three teachers and two parents. The teacher positions are voted on by the teachers in the building and the parent positions are voted on by the parents of children in the building. The parent voting process is to be held by the largest parent organization in the school, which is often the PTA, but can be a boosters organization or other parent group.

That is about what it boils down to and is the point I have been making. In reality, the SBDM Council, of which the Principal is a member, will review the applicants and come to a consensus on who the best person to hire will be. This is the "consulting" process. It may vary by school, but at my school I think the Principal is happy to have a sounding board to look at the applicants. You have 3 teachers who are familiar with the educational needs of the school, 2 parents who bring their own perspective. The council makes a recommendation to the Principal on who to hire, but he isn't bound by law to hire that person, he can go against the council.

Principal makes the decision.

 

Not a site based decision. Not a BOE decision. Not an athletic department decision.

 

As was stated to me by a very well connected astute member of the community, decisions like this are not made in a vacuum. Though Brian Robinson (principal) has the final say, he will have consulted with Gene Kirchner (Super), Dale Mueller (AD), members of site base, and maybe some parents within the community. There may even be a committee made up of individuals from the above list.

 

After the 30 day posting period has expired (job has been posted) we shall see how it proceeds.

 

As has been noted by others, Brian Robinson has known of this impending opening for a while. He has already had many of these discussions. I expect things to move quickly in the next 27 days or so.
