Between districts (public schools) most have reciprocity agreements (ADA$$ follows the student), that's pretty standard in most school districts, although not all. Out of state is the decision of the school district. They won't get ADA ($$) unless the student resides there, but they can have them, some charge tuition. Just call the Director of Pupil Personnel's office and they will give you the info if they charge tuition.

It's more simple than that. It's fraud if they claimed a student lives in Kentucky and he doesn't. I can assure that has been the case. What if they have to pay back all the state money they have received in the past for those that used false addresses?

Fairview players bond, move forward

WESTWOOD — While Fairview football players are admittedly shocked and confused, their mission is still to make Eagle football as relevant in 2013 as it was in 2012.

 

Logan Thovson, a junior, was one of a handful of current players who attended Monday’s school board meeting in the jam-packed high school library.

 

Thovson and fellow junior Isaiah King both talked about how this latest deal of adversity has actually allowed the team to grow closer as a group.

 

“It’s brought our team together, kinda, and now we’re playing with a chip on our shoulder,” said King, who could return from a broken collarbone during the playoffs.

I don't blame the kids at all in saying what they did. Actually, that is what one would expect out of a kid / player.

I think that all should remember that these kids are actually the "Pawns" in all of this. Being used by Fairview H.S. Supervision at all levels. 1.) Superintendent B. Musick 2.) The School principal G. McPeek 3.) Their Head Coach N. McPeek...Along with the Fairview School Board President along with every board member 4.) Every teacher, any school district employee at any level.

 

What I am saying is that not only the planners and the ones directly involved with all From the Start (admin & coaches) , that everyone involved in any way with the school had to have known what was going on to some extent. One doesn't just see several new kids in school and not wonder or question who they and how, why they are there.

ALL knew something at one time or another and said nothing, did nothing.

:thumb: The only school around our area that I know of that charges tuition is Russell. I don't know about Ashland, I would think that they would as well.

This is not as cut and dry as you may think. They could be classified as homeless and go anywhere that will accept them and receive both state and fed $$. The definition of homeless for schools is not what most think. It doesn't matter in these cases whether they reside with a guardian or not. It is just they have no permanant home. It does not necessarily mean living in cars or on the street. Covington schools alone have 600 out of 4000+ kids listed as homeless. Most of those bounce from family member or friend to friend. There are lots of loopholes in this. I have no clue or know nothing about the specifics here and therefore, have no dog in this fight, but my experience in this is that if any of this is true, there will be some type of sanctions or penalties, but I bet it will not be as severe as those emotionally involved think. I am not saying it is right or wrong but this could be years getting settled if the district fights this. These things are just not settled in weeks after KHSAA finds out. Also, has KDE, the police, the state auditors been involved? If not, it might be quicker, if so, you can add months. Just getting through the rumors and ill feelings is difficult.

Russell charges tuition for out of state students. I have a patient who lives in Wheelersburg, OH area and brings her daughter to Russell and pays tuition.

I agree with all the bolded with the exception of #4. I'm not sure I can make that blanket statement. I'm sure there are some grade school teachers who have no idea what is going on with football and couldn't care less.

There was a player at Garrard Co. that received a 5th yr elgibility the year before Bobby Leffew that set the precedent with the KHSAA. Bobby would have been a young senior when he was injured and met all age requirements for that extra year.

Fairview awaits KHSAA ruling

WESTWOOD — The Kentucky High School Athletic Association confirmed on Tuesday that it received a letter from Fairview on Monday regarding an investigation pertaining to the possible ineligibility of a student-athlete who played for the football team last season and part of this season.

Yes, his name was Aaron Ball. He was hurt at a summer camp (1995) before his senior season and petitioned the state for an extra year. The KHSAA granted it to him, making him the very first. I know the same happened with Leffew. I'm not sure how many other players received this extra year. I'm also not sure when (or if) the KHSAA stopped doing this.

 

KHSAA has not stopped this, each situation is handled on a case by case basis. Smith kid at Lewis Co. was a car wreck, broke his neck, missed his senior year and was granted an extra year of athletic eligibility by the KHSAA.

I dont believe Smith was able to complete anything academically either and I think this played a huge role in the granting of the request.
