Frankly because President Obama does not want the whole birthing conspiracy to stop. As it is, the continued claims by the birthers makes them look like wackos and conspiracy nut jobs to many independents and moderates. President Obama realizes the great political value of such as he desperately needs the support of the independents and moderates. He wants the issue to linger on as long as it can.
