I find it odd that I don't remember this rule change being anywhere in the rules clinic info when I took it, maybe I missed it.

Section 5, Sub-Section 2, Part e with the given exemptions and qualifications.

 

 

Sec. 5) SPORTS SPECIFIC LIMITATIONS- FOOTBALL

a) Organized practice shall be structured in football as follows 1) During the period beginning on the day immediatelyfollowing the dead period (Bylaw 24) and through July 31,member schools may participate in non-contact simulations(i.e. 7 on 7) and such participation does not count againstscrimmage limitations provided that the first practice in fullpads has not been conducted. The school issued helmetmay be used during these activities, but no other equipmentincluded in NFHS Rule 1-5 may be issued prior to the datesdetailed in subsection (a)(2) of this section. The KHSAAcatastrophic insurance is not in effect for these simulations if

other schools are involved;

(2) Preseason and during season practice in football shall be

as follows:

a. The first legal organized practice wearing a helmet only

shall be no earlier than July 22;

b. The first three (3) days of organized practice shall be in

helmets only and the next three (3) days shall be in helmets

and shoulder pads for acclimatization and acclimation;

c. For the three practice days in shoulder pads and helmets,there can be no contact with other players, only with sleds

and dummies;

d. Provided such activity is conducted and supervised by

coaches meeting all qualifications of Bylaw 25, thesepractice sessions shall be covered by KHSAA Catastrophicinsurance;

e. The remainder of the gear specified in NFHS Rule 1-5 can beissued and practice in pads can begin no earlier than August1 or the week day following the completion of the requiredthree (3) days of practice in helmets and shoulder pads ifsuch date is after August 1; and

f. Any practice period on or after August 1 where anyequipment other than the helmet and shoulder pads areworn shall be referred to as contact practice, and shalladhere to the following restrictions:

i. After contact practice has begun, a non-contact simulationas detailed in sub-section 1) above may not be held;

ii. After contact practice has begun and prior to the first day ofclasses for the students, a school shall not conduct multipleon-field practice sessions in pads (e.g., two-a-days orthree-a-days) on consecutive days (e.g., two-one-two-one

format);

iii. After each contact practice, there shall be a three-hour

break. During this break, there can be no gear worn, and noactivity that in any way simulates football or football drills.This restriction is in place regardless of where the practiceoccurs including camps, home practices, or other workoutareas. This period is solely for rest/recovery;

iv. The total practice time on any day where two contactpractices are conducted shall not exceed five (5) hours,with no single contact practice exceeding three (3) hours.The total practice time on any day where only one contactpractice is conducted shall not exceed three (3) hours.Meetings, film study, water breaks, rest breaks and injurytreatment shall not count against the five hour limits.Weight training, voluntary conditioning and teachingperiod/walk through simulations without equipment shallnot count against the five hour limit provided the three-hour break required for cool down is conducted prior to theadditional activity following the contact practice;

v. After the opening day of the school year, a school shall notconduct multiple on-field practice sessions in pads (e.g.,two-a-days or three-a-days); and

vi. All schools shall upon request, submit any requireddocumentation to verify the proper execution of thepractice regulations, including scrimmage, contact, andHeat/Humidity Measurement and Compliance Programs.

My understanding is on, or after July 1st, any team organized event supervised by a member of the coaching staff that does not violate any rule or bylaw, is covered by the insurance.

This proves you can hardly get away with anything now days with the internet and camera phones.

 

If you're doing it right in the first place one doesn't have to worry about "getting away with anything."

I have a really hard time believing someone would knowingly break rules and then allow the press to publicize it.

 

I understand what people mean about if you break this rule, you'll break others. But that's a kind of wild assumption and a long leap, IMO.

 

I understand the concerns over safety. Thankfully it's been a mild July. I didn't think of that aspect ad a reason for the rule.

 

From some of the posts in this thread, I assumed there must be a distinct competitive advantage, which no seems to feel exists.

 

I'm not sure what the punishment should be. But maybe I just like to give the benefit of the doubt. I just can't see a coach knowingly breaking the rules and going so far as to have the transgression published.

 

 

Doing so creates that benefit of the doubt. "oops, I didn't know it was against the rules." By then he got what he wanted out of his extra days in pads. I have to agree with others that he absolutely knew the rules. He's been around long enough to know the rules and understand the rules when changes are made. For now it seems as if Haskins is the only coach in the state who broke the rule. If it was a rookie coach, sure. Benefit of the doubt. Lontime coach, Jack Haskins? Ain't no way he or someone on his staff didn't properly know the rules. And if none of them know the rules they probably should get a refresher on all of the rules before they have 3 scrimmages.

I have a hard time believing that a coach that has been around as long as Haskins has didn't know they rule. I think its more like he didn't care because he knows the KHSAA is full of hot air and won't do anything about it.

I have competed against Coach Haskins many times. Most people in the outside world just do not get it. It is not like your finesse sports, and it takes equipment. You can get a lot of work done in shoulder pads, full speed, safely, and it makes you heat acclimated. (Either make the summer dead and I mean dead) Put a Strength and Conditioning Coach in place for every sport that is monitored by the AD, and make every athlete get so many work outs prior to August 1st. Start Practice for all Fall Sports Aug 1st, and for all Winter Sports October 15 and I do not mean to say we are having open Gym and we are not practicing. It is time KFCA to move football outside the KHSAA and I would say things would be much better. It is a system of issues from teams playing to say we have a team, to programs that can WIN no matter the class. It is time for a shake-up. Do not blame Jack, because he knows how to keep players safe and get them ready to play in the HEAT.

Actually, he has consistently lost to smaller, better conditioned Tilghman teams in the heat to start the season. In fact, the big knock against him in that game has always been his distaste for conditioning.

Any news on any penalties or can all schools now just come up with a lame excuse and lay the blame on another coach and start practice early?

The punishment should be a loss of a scrimmage, a $500 fine and investigative costs, based on previous punishments for similar offenses.

Doesn't this also hurt and penalize the team they are scheduled to play. I would say ineligibility for the playoff for the season in which the infraction occurred would send a stronger message.

 

...of course, that penalizes the kid for a poor decision by the adult.
