From what I have gathered from having family in the area, Paintsville will not consolidate and has the political power and the money to refuse. I think its more of a one looks down their nose at the other.

There really isn't a "neighborhood rivalry" feel to it, but Holmes-NewCath the past 10 years have really given us a lot of good games.

I know what you're getting at, but I think this one is a little different and/or more intense. There's a lot of bad blood. Also, I think that demographically, Paintsville has a different make-up than the city/independent schools in a lot of other areas.

Oldham Co v South Oldham is THE rivalry in Oldham Co. The schools are separated by about 4 miles and the players grow up playing with and against each other in all sports. North Oldham, although still a rival, is a good distance away and at times seems separated from the rest of the county

If there's a rivalry anywhere in the state more intense than Perry Central and Hazard I want to see it. It may equal that rivalry but I don't know if it can exceed it. And with social media it's gotten even more intense. They haven't played regualr season games for a few years due to the intensity but I think maybe they're playing this year.
