The KHSAA will only change your class if it is due to travel problems in your district. For example, if Mayfield only had one other 1A team in their district within an hour drive and there was a 2A district with close teams, the KHSAA could let them move up. If there are enough teams close by for a district, the school gets no choice in what class they play in.

 

That was only the case for 2A-5A the last time. The smallest 32 schools were 1A no matter what and the largest 32 schools were 6A no matter what. Those couldn't be modified.

What it was that the last year before the alignment took place, Brossart's enrollment had dropped to 175 males, 26th smallest in the state. They'd been at 190 the previous year, and 210 the year before that. The problem was that the 190 & 210 numbers were the numbers that were used, and Brossart felt that it shouldn't be that way. The reason it is that way is because they take the two years that are available prior to their draft alignment (not arbitrary years as Brossart argues). So for instance they will likely use last year and this year's enrollments to draft the next alignment, which will be done in December 2013 or January 2014. The enrollments for next year (14-15) are irrelevant, as the enrollment for 2010-11 was irrelevant. Brossart basically caught a bit of a bad break in that they didn't get small enough fast enough.

 

The alternative is using the two years that are immediately prior to the new alignment, which means teams would have almost no time to schedule for the following year. Schedules are typically done by the time they'd announce the alignment let alone approve it.

I don't know how to make it perfect, but it seems like they could weight the enrollments. For instance, the most recent year counts as 60%, the year before counts as 30%, and the year before that counts as 10%. (Or something similar). That would seem to take care of some outliers from previous years. Not perfect, but an idea.

I wish they would have a separate class for catholic schools, but that is a entire different can of worms.

Never going to happen. Not enough similarly sized private schools to justify this.

 

CCH just had two record breaking enrollment years in a row and I'm guessing next year will be much the same. I would bet the house they a re-classified to 5A- though they would still play Highlands during the regular season without a doubt.

Bingo. Using the same rules the KHSAA used for the other schools, Brossart was properly placed in 2A.

 

If I remember properly, the reason the KHSAA doesn't use the "current year numbers" (the numbers for the year in which the KHSAA is actually deciding the class alignments, which in this case was 2010) is because at the time of the year in which the re-alignment is being done, KDE has not released the official enrollment numbers. The KHSAA uses the final KDE numbers. If you look at Mel's form, it was signed in October 2010. When the KHSAA does re-alignment, they try to do it as early as possible so that schools will have as much time as possible to know what class they will be in, whom will be in there district, and to start thinking about schedules. The offical re-alignment was decided on at the October 2010 BOC meeting, which set the alignment starting with the 2011 football season.

 

I remember Bishop Brossart saying that their 2010 years were down and that they predicted they would continue to drop, but the KHSAA can't really based their re-alignment decisions based on what school administrators think or predict is going to happen.

Or perhaps Bishop Brossart's enrollment did not drop as much as the school administrators thought it was going to, this keeping them at the 2A level? I honestly don't know the answers to those questions as I left the BOC in the summer of 2011.

Hasn't the KHSAA allowed individual schools to change class even when realignment isn't happening? I believe Holmes was allowed to drop down to 4A in a year when no realignment was happening. My point is, the KHSAA has been flexible in some situations of declining enrollment. They should have allowed Brossart to go to 1A. There were no issues with needing teams to keep a district. If the problem was they needed to keep 1A at 32 teams, I bet Beechwood would have switched with them. Beechwood is just like Mayfield and wants to be in 2A. Why couldn't that have happened?

I believe in Mayfield's case it was because of the travel that Fultons would have to do and a 3 team district. Travel and district size might have been the main issues in Brossart's case.

The old KHSAA rule (and it may still be the same) was that if your enrollment dropped by a certain percentage you could reclassify. I think the percentage was 25%.

Very true. Seemed like District 4 should have been Garrard, Casey, McCreary and Wayne. Basically use US 27 as the east/west divide.

I think you will see something like this in the new alignment. I look for Corbin to move up to 4A and Bell will move to the east half.

Could well happen. Corbin's enrollment will be cutting it close. Bell's problem is there aren't a lot of neighboring 3A programs.

I can't remember the exact phrasing, but frequently the responses to a team wanting to play down are responded to with "to do so would be to place different standards on one team compared to the other 220". There's a lot of teams that would like exceptions. Some would like to play up (like Johnson Central hilariously tried to in the last alignment due to "travel" concerns), others would like to play down. Some have logical reasons for asking to do so. The point is that the line has to be drawn somewhere and Brossart just found themselves on the wrong side of the line.

 

As to the Holmes situation, that was explained by leatherneck above. The rules governing a midstream change in a team's alignment is a 12% decrease/increase in enrollment. Brossart averaged 200 males in the data used for the alignment. They averaged 168 in the following two years (16%). By the terms, it sounds like they could have tried to move down. Not sure if they did or not.
