Lafayette vs. Lou. Central Rules Question

I need some clarification on a couple of plays from last night's game.....Central has the football 4th and 7......play runs through and Central gets flagged for lineman down field, Lafayette tries to decline the penalty and get the ball back but the officials wouldn't let them decline and Central ran another play????? Also, on three different plays in the fourth quarter, dead ball penalties were called, time ran off the clock, and no time was put back on the clock on any of these situations??? Have we had some rule changes in high school football that I am unaware of??? Please help me out here with some clarification......

Nikeman49 on the 4th and 7 play in question, did everyone miss the fact that Louisville Central made two forward passes on that play? They threw a forward screen that was going no where and then the kid lateraled the ball back and then that player threw a second forward pass down the field. Does some rule exist or is there some situation that I am not aware of that would allow a team to throw 2 forward passes on one play?

There is a rule that limits a team to one forward pass. This rule came in about 5 years ago before that you could throw as many forward passes as you wanted, as long as they were thrown from behind the LOS.

This was ridiculous. Central ran a middle screen, the receiver caught the ball, scrambled around for a few seconds, lateralled to the QB, who then threw his 2nd forward pass during the play down the field for a TD. There are 3 penalties that couldve been called and the refs only called 1. Let me remind you that it was 4th and 7 at the Lafayette 25 yard line with 4:30 remaining in the game.

Penalty 1- 2 forward passes on 1 play. 5 yard penalty from the spot of the 2nd throw plus loss of down.

Result- Lafayette ball at their own 35, 1st and 10 with 4:15 or so remaining.

Penalty 2- Lineman downfield(The original play was a middle screen, so you know lineman were downfield). 5 yard penalty, replay the down.

Result- Lafayette was forced to accept this penalty because the result of the play was a TD and the refs didnt call either of the other penalties.

Penalty 3- Offensive Pass Interference(Once again, the original play was a screen so you know the lineman were blocking downfield) Not to mention, when the QB was scrambling around after the lateral you know the lineman were blocking because he has to run, hes not allowed to throw the ball again. 15 yard penalty from the original spot plus loss of down.

Result- Lafayette ball at their own 40 with 4:15 or so remaining.

Central ends up replaying the down and getting a pass interference call on Lafayette which awards them a fresh set of downs and the opportunity to run more time off the clock with a 6 point lead.

Lafayette ends up getting the ball back on their own 25 with 1:52 remaining. They drive down the field to the Central 1 yard line where Central stops Lafayette on 2nd down and goal and then time runs out.

Imagine if the crew of refs had made any of the correct calls on the 4th and 7 play? Time wouldnt have been an issue. Or at least Lafayette wouldve gotten their 4 chances from the 1 yard line.

It is very unfortunate that the refs allowed thier screw up to cost Lafayette a chance at winning this game.

If the reciever of the middle screen pass is behind the line of scrimmage, there is no infraction for linemen down field and or blocking down field when the ball is in the air, nevertheless 2 forward passes is obviously an infraction

There is an infraction for lineman downfield and blocking downfield on the 2nd pass. The QB after having the ball lateralled to him threw the 2nd pass 30 yards downfield. The lineman are still downfield and blocking for the screen or at least for the QB who is scrambling around.
