Here is my prediction. Taking into consideration of trying to have equal teams in each district. There doesn't need to be a situation where the district championship game is also the region championship game every year. That is what the 13th has had for a while now.

49th - North, Jackson Co., South, OBI, Clay Co.

50th - Wburg, Whitley, Corbin, Lynn Camp

51st - Bville, Knox, Harlan, Harlan Co

52nd - Mboro, Bell, Pineville, Red Bird

 

You can't worry about the size of the schools or who is good or not. It's based on geography.

Someone will probably have to move from the 13th to the 14th in a statewide shift of schools.

The Knox and Harlan schools wouldn't be in the same district because the Bell County schools are between them.

Try this on for size. It isn't perfect, but the geography is about as close as I can get it, and no counties should be divided with the exception of Jefferson County (6/7), and then Letcher Central in the 14th and Jenkins in the 15th.

 

I'm certainly not as well-versed as others on the geography and roads, but look at this holistically and see if it might work:

I just wish there was some consitency in the alignment. Some areas the alignments are based upon geography. Some are based on two teams not wanting to be in the same district. If you are in the same city as another high school you should be in their district. That is if you are going to base your decision on geography. I know it is hard to do in some areas because some areas have more concentrated number of teams than others. Someone earlier said you can't take into consideration the size of schools and how good they are. I disagree. That shouldn't be the main point but for the good of the region tournament why would you want 3 or 4 of the best teams in the region to be in the same district.

Without really looking at the situation in the 14th it would make the most sense to move the Harlan schools. Especially with the region going to be in Corbin every year. Harlan schools would have had the longest trip, except for maybe Jackson Co.

Yeah from a competitive stand point I think it would be better to have Corbin in the 51st and Williamsburg in the 50th. That would balance it out some.

If you start trying to decide how strong teams are you enter very dangerous territory. It would be too easy to stack the deck for certain schools. It has to be based on geography.

I agree North and South should be together, but in that case they did draw the line between districts between those two schools. It does make sense if you look at it on a map.

I like that one a lot, but it does make more sense to me to have Corbin with Lynn Camp, KC and Barbourville and Williamsburg with Whitley and the Laurels.

 

I don't know if we can count on Red Bird being around forever though. The third Laurel County school could help balance it out, or you could look at Owsley since it borders Jackson County.

Harlan County is OK with moving, so that makes a lot of sense. Harlan County plays in the same district in football with 14th schools and in track and cross country, too, I think. Harlan County teams have played just about everyone in the 14th over the past few years in something.

 

Harlan County borders Perry, Letcher and Leslie counties. The road isn't great but it has improved and more improvements are on the way near the Letcher line.

A couple of serious questions.

 

Is there a redistricting "schedule" (e.g. every 2 or 3 years)?

 

Have there been years when redistricting was considered but not implemented (no schools moved)?

 

Can schools petition to be moved, or are all redistricting decisions made unilaterally by the KHSAA?

The KHSAA makes some minor changes when schools open or close, but the only major realignment was the one four or five years ago. They talked about doing it again in a few years, but I'm not sure about the exact date, if one has been finalized.

 

Schools can ask to be moved, but it's up to the KHSAA.
