Is the KHSAA going to move some teams up and down in football class?

The agenda you posted from, is that taking place on Thursday? My interpretation is less that they're voting on South Warren individually and more that they're voting on alignment changes - of which South Warren moving is a part.

I think I owe you an apology DF, Julian Tackett sent this out to everyone today, I bolded the first two bold sentences:

This is being sent to all KHSAA football playings schools through the Principal, Athletic Director and Head Coach.

For some reason, we have received several reports of schools prematurely scheduling contests for 2017 and beyond in football. Please remember that until the alignment for 2017 is finalized, no contract may be signed. As has been the case for many years, the four year alignment has a two-year adjustment based on significant changes in enrollment.

Because of the ripple effect of any change in alignment, no school may sign a contract for 2017 until the Board of Control has finalized the 2017 adjustments. That is an agenda item this coming Thursday at the regular meeting of the Board of Control, and within three days afterwards, schools will be advised of the option to begin signing contracts. If any adjustments are finalized Thursday, the clearance will be given from the office. Otherwise, if there are any decisions deferred, it will be at least the March meeting of the Board before contracts can be signed.

Consider this as an official moratorium on signing any contracts until all changes are finalized.

There will be plenty of time for finalizing contracts and agreements once these decisions are finalized. It is also worth reminding all schools that contracts may only be signed by the Principal or Designated Representative of the school (per Bylaw 1). Coaches may not sign contracts unless they are the official Designated Representative for the school as listed on the KHSAA website directory listing.

Thanks again for your passion on behalf of Kentucky high school students and the sport of football.

This doesn't sound right to me DF. I know it is in the article but it doesn't make sense to me that all of the sudden on Thursday the Board of Control is going to vote on South Warren individually.

Anyone?

Maybe it isn't SW individually, but just the local newspaper only mentionning SW because they are one of the teams being considered. And if so, then they are the only one likely of interest for their readers.

What's the chances the beeches jump? What year if so.?

If most schools have 2-year home-and-away contracts with their opponents, wouldn't it be easier just to realign every 2 years and use the last 2-year enrollment figures? It would level the playing field quicker as far as the new schools who grow rapidly are concerned.

I think they traditionally do four-year alignments because I'm guessing it is quite a bit of work. Their big mistake was using four years worth of data instead of the usual two. With only two years of data, I'm guessing there wouldn't be as much variance in school populations.

What is a better indicator of school size? I would think 4 years would give you better numbers to work with than 2. But, that's just my opinion. I would think 2 years would possibly have an outlier to have more impact. Again, that's just my opinion and I don't really know if there would even be much of a difference between 2 and 4 years.

There is no perfect way to do it. My problem with four year data is you are counting kids for a school's enrollment that could be a senior in COLLEGE. But you are right, two years could provide outliers.

Builder's comment is inaccurate. The ProjCl (Projected Class?) column only has 30 teams listed with 1. Beechwood and Crittenden County are still 1A schools by enrollment if you go by the 32 smallest. That makes me think the DL-C column that has the UP and DOWN designations may have something to do with requested class levels by the schools. Or, perhaps is stands for Direction Level - Class, meaning the direction that school is headed purely by enrollment numbers.

You are correct. It looks like 1A only had 30 schools that played in the playoffs last fall. Berea and Phelps did not play a playoff game. Maybe the KHSAA is going to keep that model and limit 1A to 30 in the future. Everything is speculation at this point. The only person who truly knows the direction football in Kentucky is headed is Julian Tackett.

There are currently 33 teams in 1A. Fort Knox petitioned and was allowed to move from 2A to 1A, in part because 1A South Floyd is consolidating with 2A Allen Central in 2017 and that would keep the 1A number at 32 when the Floyd school's leave.

Phelps dropped out of district play mid-season, which shrunk it to 32 teams. The alignment plan called for the fifth place finisher in District 5 to miss the playoffs. Berea, who finished 5th in District 5, was who missed the playoffs, giving Paris a first round bye. (It's possible that Berea was offered a chance to play in the playoffs instead of Phelps and declined; I've heard both ways).

As for the information linked by guru, I have no idea why only 30 teams are listed in 1A. I was under the impression the KHSAA desired to keep the largest and smallest classes at a hard 32, with wiggle room on numbers for the middle classes.

My mistake. That makes sense. There were 15 1st round games. I didn't include those 2 teams with a bye. Paintsville and Paris had a 1st round bye. I am having a difficult time counting the past couple days.

I just received some high level information about this process:

First, here's some pertinent info from the FB competition rules, the classification shall be for a four-year period, which may be extended by the Board of Control. The alignment will be reviewed upon receipt of the 2015-2016 school year enrollment information from the Kentucky Department of Education for possible adjustment to begin with the 2017 playing season. In order to be considered for adjustment, the four-year average enrollment (including 2015-16) would have to be within the boundaries of another class, and the school shall have had at least a 10% change in four year average enrollment during the two-year period.

Second, the only 2 schools that are being considered to move classes are South Warren and Moore.

Per this link (https://portal.ksba.org/public/Meeting.aspx?PublicAgencyID=4374&PublicMeetingID=15435&AgencyTypeID=1), it appears this is on the agenda:

Staff will review the enrollment report of the four-year average enrollments ending with 2015-16, and discuss the two moves that are necessary to be considered due to Competition Rules (Moore and South Warren). Staff will also review the effects of the new schools in Fayette and Floyd Counties on 2017 scheduling, and a request from Fort Campbell High School.

So I guess they'll also be making sense of the new schools moving in.

South Warren will be in BG district next year according to the NUMBERS. Should be interesting.....

So if it only affects SW and Moore and if they both move up will 3A just lose a team for the time being?

Yes. But to clarify, Moore would be moving from 3A to 4A, South Warren would move from 4A to 5A. The districts they'll move into (if they do) look ready made, too. There is a 4A Louisville-area district for Moore (Breckinridge, John Hardin, Valley, Western) and a 5A Bowling Green-area district for South Warren (Barren, Bowling Green, Grayson, Greenwood).
