Are middle schools required to only use KHSAA licensed officials?

No. This is a local school/school system/conference/association group of schools decision. Licensed officials provide a means of vetting (including background checks) and training, but the use of only licensed officials is not addressed in statewide restrictions.

Will the Board of Control or the KHSAA set a standard pay rate for officials?

Per 702 KAR 7:065, middle school athletics is not under the direction of the KHSAA Board of Control. The Middle School Advisory Committee has not recommended a standard pay rate for officials. This is a local school/school system/conference/association group of schools decision.

NECESSITY, FUNCTION, AND CONFORMITY: KRS 156.070(1) requires the Kentucky Board of Education (KBE) to manage and control the common schools, including interscholastic athletics in the schools. KRS 156.070(2) authorizes the KBE to designate an agency to manage athletics. This administrative regulation designates an agent for middle and high school athletics; establishes the financial planning and review processes for the agent; and incorporates by reference the bylaws, procedures, and rules of the agent.

Correct, the Kentucky BOE has designated the KHSAA to their "agent" in managing the middle school athletic programs, however....it does not specify that the local Board of Control(s) be involved. Those BOC's control the officiating programs, set rate limits, review and approve assigners, etc....

 

If the local BOC's are not the governing party, then you will never be able to mandate KHSAA certified officials for any sporting events....the BOC's are the supreme rulers of the officiating programs, not KHSAA, they are just an administrative body with no formal ability to recommend or select

I don't doubt that....his lobby is well stated, KHSAA doesn't have the manpower or resources to manage MS athletic programs statewide.....

I received the following information from someone very close to the situation. I was not there but my source passed this along to me and I’m posting it to provide a little background and present some content to that side of the story. …

Coach Bobby Varney was the coach at Phelps for 5 years and all parties involved know each other. During that time his assistant coach was Jason Sanson, who is the current coach at Phelps. Jason is the nephew of Pike County Magistrate Hillman Dotson, who works closely with Mr. Varney Sr., also a Pike County Magistrate.

 

There was some bad blood when Coach Varney left Phelps to take the job at Belfry, in part because of one player who transferred out of Phelps and now plays at Belfry. This was Coach Varney’s first trip to Phelps since leaving their program.

 

There have been reports of problems at Phelps with this officiating crew, and so prior to the game both Coach Varney, and the BMS Principal requested a different crew. They appealed to Coach Sanson and the assigning secretary for Pike County. That request was denied.

 

The video starts off with a technical foul. That technical foul shown in the video was the 2nd technical called against Belfry. According to my source, during the 1st technical, the referee threatened Tom Varney by saying he would “take him outside”. He said it loud enough that BMS Principal heard him say it, and he went to the Phelps Principal and Coach Sanson and told them what the referee had said. It went unaddressed.

 

After this 2nd technical, the decision was made to take Belfry’s team off the court, which they did. At that point, Mr. Varney Sr., went over to the Phelps bench to talk to Coach Sanson and tell him that he had heard what the referee had said too, and the referee told Mr. Varney Sr. that he would whip his old “butt” and his two sons. Reportedly you can see the referee pointing and gesturing in the video. That is when Tom pushed the referee.

This just keeps getting worse and worse. Total embarrassment all around.

PIKEVILLE, Ky. (WYMT) - Two Pike County middle school basketball coaches are suspended following a brawl at a game.

 

 

 

 

Belfry Middle School Boys Basketball Coach Bobby Varney II and Thomas Varney, a volunteer assistant coach, have been suspended from coaching, said the board of education's attorney, Neal Smith.

 

Thomas Varney has also been banned from attending any district sanctioned athletic events for the remainder of the school year.

 

A district-wide ban from athletic events was also issued by the board to several spectators and referees.

Why do they not name the fans and referees? They are adults.

The referee seems to have been the biggest trouble maker in all of this if you ask me.

Like I said earlier, put the blame and punishment with whom it belongs. This started long before what the video shows

I'm ok with the punishment although I think criminal charges were appropriate. I do believe that everyone should have been named.

I wouldn't rule out criminal charges or civil suits before this is over with.

Nobody that was involved with the fight should ever be allowed to interact with youth again. Grow up.
