IMO, yes it was, mainly due to the number of officers and the fact it was for a jaywalking kid. Was it something that warrants some sort of discipline? Not in the slightest IMO. This is how you act like it played out. Officer on radio "I'm going to be out with a Jay Walker, please send back up" and here come 8 more officers. I know you CAN'T see what happened because that's not what the video shows. However the police radio recordings are likely accessible.
