In the NFL, no, it's with a holder. Would imagine that high school is no different.

I've been wondering about the NFL rule. I just saw a team attempt a 70 yarder like this at the end of the half, and in that case, the other team tried returning the failed kick. But if they had just let the ball go out of the end zone, and there was still time left, would the other team then still get the ball from where the kick was attempted?? I would think the answer would be yes.
