Not sure what your looking at. You need to go into the Rule Book itself (Best Source) Rule 7-5-13 =(p.66} Penalty set out below = "5 yards plus loss of down" - bottom of p. 66 Also see Tables on pps 67-68. You may be confusing this with Inelligible Receiver = which is a Previous Spot foul enforcement.

No Sir - the Spot of the foul is where the Ineligible "touched or caught" the legal forward pass. Again jsut as in the other similar fouls - (Spot from where the illegal pass was thrown or the spot of the illegal forward handing). That would be the enforcement spot. Regrettably the Goodle Search is in error.

ILLEGAL TOUCHING [7-5-13] is a SPOT FOUL. As are all the other "Illegals" (Illegal Forward Pass, Illegal Forward Handing). Thought you Gentlemen would not want to be misinformed, nor have your Rules Knowledge lacking. That Crew got it right.
