At this point, I expect alot of candidates to apply for the position. I know that there are a lot of people that would like to have the position. My question is Does Lawrence County school system require a coach to be in the school system? and what are the Kentucky Athletic Association Laws state about the hiring of a coach?

Be aware that not every good assistant will make a good head coach.

Would TJ Maynard be willing to take the LCHS job? Is he getting tired waiting on Vanderhoof to retire? Just throwing it out there.

I don't think so. TJ is very happy where he is. If he was to leave, no one would be more surprised then me. I am pretty sure TJ is in Raceland for the long haul.

I don't know what Lawrence Co School System requires, but to be a coach in the state of Kentucky, you do not have to be a teacher in the school system in which you coach. If fact, you do not have to be a teacher at all. The new coach does not have to be involved in education. Now, of course, the School Board can make more stringent requirements over and above what the state requires.

 

Also, the way that I understand it, the hiring of a high school football coach would be up to the high school principal. I know the superintendent and the board can put pressure upon the principle, but unless I am mistaken the principal has the burden of filling the position. Someone can correct me if I am wrong.

Technically, the site based only job, by law, is to hire a principal, should the principal position be vacated. Now, a good principal would seek input from the site based council, but by law the principal only has to take one application into the site based council.

 

The principal should take all applications to the council and have a discussion, but he/she does not have to. The law states that the principal has to take an application to the council. The only person that the council can hire on their own in the principal position.

 

I served on a SBDC that is how I know this. People used to come to me and say that we needed to hire so and so, and I would tell them it did not matter what I thought the principal could hire who he pleased. Sad but true.

Sorry this is so long, but I think it is important for parents and people who are involved in a school system to be aware of this process.

 

Bylaws for the Requirements of a coach in the high school setting.

Bylaw 27. Requirement for Coaches and Others Working

With High School Teams

Sec. 1) Defi nitions

a) Level 1 Coaches

An individual seeking a coaching position shall be categorized

as Level 1 if such individual is a certifi ed teacher and member

of the regular school system faculty and meets the following

criteria prior to assignment to coaching duties:

i) Is employed a minimum of three (3) regular periods for

teaching classes, including physical education;

ii) Is employed for supervision of study halls; and/or

iii) Is exercising responsibilities in other activity assignments

within the school schedule.

b) Level 2 Coaches

An individual seeking a coaching position shall be categorized

as Level 2 if such individual meets the following criteria prior

to assignment to coaching duties and does not meet the

qualifi cations of Level 1:

i) Shall be 21 years of age;

ii) Shall not be a violent offender or convicted of a sex crime

as defi ned by KRS 17.165 that is classifi ed as a felony; and

iii) Shall submit to a criminal record check under KRS

160.380.

iv) Shall meet one of the following additional qualifi cations:

a. Have graduated from a public or accredited high school

and hold a provisional or standard teaching certifi cate;

b. Have completed sixty-four semester hours of college credit

from an accredited college or university as documented

by an offi cial transcript; or

c. Be a graduate from a public or accredited high school

and be in compliance with the local district standards for

serving as an approved substitute teacher as approved by

the Education Professional Standards Board.

v) Prior to assuming duties, Level 2 coaches shall successfully

complete training provided by the local school district. The

training shall include, but not be limited to, information

on the physical and emotional development of students

of the age with whom the Level II coach will be working,

the district’s and school’s discipline policies, procedures for

dealing with discipline problems, and safety and fi rst aid

training. Follow up training shall be provided annually.

In the event that the member school is unable to staff head

or assistant coaching positions in any sport or sport activity

(including cheerleading) with a Level 1 or Level 2 individual, the

member school may request through the Superintendent that

the KHSAA allow for a one-time waiver of this rule in order that

the additional time be available to fi nd an applicant meeting

the criteria.

c) Head Coach

As referred in this regulation, the head coach shall be the

head varsity coach designated by the school and/or Board of

Education unless otherwise noted in the bylaw.

Sec. 2) Hiring and Employment Requirements

a) Required Level

Level 1 or 2 individuals (head and assistant) may be assigned

as the head or assistant coach in any sport or sport activity

(including cheerleading).

b) Member School Obligations in Hiring

i) The Superintendent shall ensure that all assignments for

coaching duties comply with all applicable state and local

policies.

ii) The hiring process shall ensure that in considering those

individuals seeking coaching duties, the most qualifi ed

individual shall be assigned. In considering qualifi cations,

the qualifi cations desired for the position, the references,

interviews and experience of those seeking the duties, and

the education background shall be considered.

c) Compensation

Any person assigned to coaching duties at any level (grades

9-12) shall be duly employed through the respective board of

education and the entire coaching salary shall be paid through

such board in accordance with local Board of Education policy.

Sec. 3) Post Hire Requirements and Requirements for Continuing

Coaching Duties

a) C.P.R.

All coaches (head and assistant) at any level in all sanctioned

sports and sport activities (including cheerleading) shall provide

documentation of successful completion of a C.P.R. course, as

approved by a college or University, the American Red Cross,

American Heart Association or other bona fi de accrediting

agency, and such shall be timely and appropriately updated as

required by the approving agency.

b) Kentucky Coaches Education Program

i) The Kentucky Coaches Education Program has been approved

as the coaching education program in Kentucky. Such

program shall include an eight-hour course of study to include

a KHSAA approved Coaches Education Program, KHSAA rules

information and local district policies. All course requirements

for certifi cation in the coaching education program, including

completion of the exam to be graded and registered

with the Kentucky Coaches Education Program, shall be

completed prior to the start of the competitive season. The

cost of attending the KHSAA Kentucky Coaches Education

Program will be the responsibility of the individual coach(es).

Local school districts or local schools may, upon successful

completion of all coaching education requirements including

all examinations, reimburse the coaches for the expense of

attending the course.

ii) Level 1 individuals assigned to duties as a coach (head and/or

assistant), who are hired as a member of the school system

faculty for the fi rst time following the 1995-96 school year

shall take and complete all requirements for the Kentucky

Coaches Education Program as detailed in Section b(1) above

within one year of the initial assignment to coaching duties

or prior to the legal start of practice for the next competitive

season in any particular sport to which the individual is

assigned, whichever occurs fi rst.

iii) Level 2 individuals assigned to duties as a coach (head

and/or assistant) shall take and complete all requirements

for the Kentucky Coaches Education Program as detailed in

Section b(1) above within one year of the initial assignment

to coaching duties or prior to the legal start of practice for the

next competitive season in any particular sport to which the

individual is assigned, whichever occurs fi rst.

c) Medical Symposium

i) All persons employed as head coaches in all sanctioned sports

and sport activities (including cheerleading) shall attend every

two years, a Sports Medicine Symposium sanctioned by the

KHSAA, approved and conducted by the Kentucky Medical

Association.

ii) All member schools of the KHSAA shall pay the necessary

expenses of coaches for the required attendance at the

sanctioned Sports Medicine Symposium.

iii) The penalty for noncompliance with this section may be 1)

Suspension from coaching duties in all contests for a period

not to exceed one year; 2) Suspension from coaching duties in

KHSAA sanctioned postseason play for a period not to exceed

one year; or 3) any penalty otherwise included in Bylaw 33.

d) KHSAA Rules Clinic

i) All head varsity coaches shall annually attend at least one

rules interpretation clinic conducted by representatives of the

KHSAA in the sport in which they coach and the school desires

to enter a team in postseason play, provided such clinics are

conducted under the authorization of the Commissioner.

ii) The penalty for noncompliance with this section may be 1)

Suspension from coaching duties in all contests for a period

not to exceed one year; 2) Suspension from coaching duties in

KHSAA sanctioned postseason play for a period not to exceed

one year; or 3) any penalty otherwise included in Bylaw 33.

(Case situations related to this bylaw appear on pages 19 through

43 of this Handbook)

 

Responsibilities of the SBDM council as outlined in the SBDM handbook Notice where it says the council shall consult with the pricipal, not hire.

Personnel

The statutory requirement of a School Council in the areas of personnel to fill vacancies is as follows:

• “After receiving notification of the funds available for the school from the local board, the School Council shall determine, within the parameters of the total available funds, the number of persons to be employed in each job classification at the school. The Council may make personnel decisions on vacancies occurring after the School Council is formed but shall not have the authority to recommend transfers or dismissals” (KRS 160.345 [2], [f]).

• “From a list of applicants submitted by the local superintendent, the principal at the participating school shall select personnel to fill vacancies, after consultation with the School Council. Requests for transfer shall conform to any employer-employee bargained contract which is in effect. If the vacancy to be filled is the position of principal, the school council shall select the new principal from among those persons recommended by the local superintendent. Personnel decisions made at the school level under the authority of this subsection shall be binding on the superintendent who completes the hiring process. The superintendent shall provide additional applicants upon request when qualified applicants are available” (KRS 160.345 [2], [h]).

 

The above statutory language has the following implications for School Councils:

• The Council has the authority to determine the number of employees in each job classification but cannot recommend the termination or transfer of employees. Transfer would mean moving personnel outside the School Council’s school, not reassignment within the school. The Council must also work within the budget allocated to that school when addressing issues—the issue of determining the number of employees in each job classification. The attorney general has advised that schools may create a policy for the assignment of staff time (which might include such things as how this is going to be accomplished equitably), but the principal is responsible for assigning individual persons into positions (OAG 93-55).

• Consultation of the Council on the issue of hiring new personnel must occur within a meeting of the Council. According to an opinion issued by the commissioner of education in November of 1996, consultation must be completed prior to a final decision being made by the principal. Once consultation has occurred, it is the principal’s responsibility to complete the hiring process with the candidate he/she feels will be most effective in the position.

• When completing a consultation policy for hiring new personnel other than the school principal, a Council should determine if the following questions can be answered positively:

Are the steps to the policy listed in chronological order?

Do we (and can others) clearly understand what the policy means?

Does the policy permit the principal to make the final decision

regarding the person to be hired?

Does the policy provide a clear time line?

Does the policy provide for consulting with the Council by the

principal before the hiring process is complete?

Does this policy address the process for review of written applications

and references?

Does this policy address how the interviews will take place?

• When there is a vacancy in the position of principal (this does not include assistant principals, counselors, or deans; the above process would be followed for these positions), the Council will select a principal from the candidates recommended by the superintendent. The candidates for interviews at the school must receive the recommendation of the superintendent.

• There are no provisions within KRS 160.345 that allow the Council to recommend transfer of personnel to other buildings or allows the Council to dismiss an employee.

The selection of school personnel is one of the most important decisions made at the school. Selecting the best teachers and staff for the school leads to increasing student achievement at the school. Increasing student achievement is the responsibility of the School Council.

First, you need to start with the superintendent, the superintendent is the one you is responsible for sending the applications to the principal. I'm not accusing the superintendent of anything, but they do not have to send all the applications, some could get lost.

 

Second, you need to talk to the principal, the principal is the person who is actually going to determine who is hired.

 

Third, you need to talk to the members of the SBDM Council. The principal could be a person who really listens to the council. If so then they need to voice their opinion. The SBCM Council is supposed to take into account what is the best for the school, this is outlined in the SBDM Handbook.

 

Cover all your bases.

First of all....I'm a big Goldsmith fan. As Chiefsmoke said, he is a great man and great coach, IMO, things just for whatever reasons didn't seem to get rolling like he and others had wanted, unfortunately.

 

To add to what a couple others mentioned earlier, Lawrence County alum and former Campbellsville University star QB, Alan Short would be a great choice!! He has been at Adair County the past couple years, and some might think that the "lack of experience factor" would maybe not make Short a good choice, but I will firmly beg the differ on that. In some cases, Experience is over-rated, I will take it to the bank that Alan Short knows as much, if not more football than a good deal of coaches across the state that have had a lot more experience in the coaching game. He's very knowledgeable, great work ethic, enthusiastic, high energy, disciplined and a leader. Everything that a program could want.
