The item inside the quotes is not even a full sentence, much less a question in itself, so it gets no punctuation. Therefore, the question mark is applied to the question itself, which is outside the marks. I've always thought it looks weird, but that's the Blue Book rule.
April 24, 201313 yr Author I blame my IPAD for misuse of words at times. It does it all by itself. I miss cursive writing. The keyboard killed cursive writing. I can understand that to an extent. At some point personal pride will cause that person to fix it in the future in my opinion.

I'm actually quite ashamed of my typos and spelling errors. I'll google a word's spelling before I just throw it up and hope it sticks.

I don't know what this "Blue Book" is you speak of, but it's wrong. Doesn't matter if the item inside the quotation is a full sentence. Question mark still goes inside, because in this case, the item he had in quotations ended the sentence. Kind of like you would see in a news story: Pitino asked, rhetorically, "What am I supposed to do with Caracter?"
