When you adopt a part of highway the group is responsible to clean it up, not sure of hours or number of days required. Then the group gets their name put up on signs along that highway. Been around for years, I'm sure you have seen the signs somewhere.

They are doing it for attention and to throw in peoples faces by having to look at their signs on the highway, I am sure they think of it as attempting to show people they own it too! I am sorry, but hate groups should not be allowed to do this at all!

The incident you keep referring to in PA, I assume, was perpetrated by the "NEW Black Panther Party", completely unaffiliated with the Black Panthers.
