Incorrect. The official from that side can easily see the play. She caught the ball with her right foot on the floor. It's her pivot foot. She steps with her non-pivot and then lifts her right/pivot foot. At this point she has to shoot or pass before that foot touches the floor. Neither happened. Travel. As to why the official in front of the bench didn't call it... Bad angle, froze, or didn't want to make the call. Good get by the other official.
