August 19, 201016 yr the only exception is that a player on the 60-day disabled list may be replaced by another player from the team's 40-man roster (as of August 31) who plays the same position. Chapman clearly fits into this exception.

That's straight from what you posted. The Reds currently have 2 pitchers on the 60 day DL, thus 2 open spots.

It still says that he must be on the 25 man as of August 31st and a man on the 60 day DL is NOT on the 25 man roster.
