Tech would not have had to rush the kick. The refs ruled him as getting out of bounds. Which means the clock was not going to start until the snap. GT wouldn't have had to rush at all. That is what Stoops was arguing is that he didn't get out of bounds, so the clock should have started as soon as the chains got set, which means GT would have had no chance to get their FG team in and set.

Which means they had the whole 40 play clock to line up just like any normal play because the game clock was not going to start until the ball was snapped. So Stoops challenging it didn't prevent GT from being rushed, because they weren't going to be rushed because the game clock doesn't start till the snap.
