I don't think they knew either that they ruled him out. But they were rushing so Stoops should have let it go at the moment because there was nothing he could do about it and GT was going to rush the kick. You may want to watch again, they weren't rushing at all. They jogged on the field, the kicker took his time setting up and all that. A full 22 seconds actually came off the play clock, before Stoops even challenged it. They weren't rushing, and the ref had already blew the ready for play whistle. It was a normal routine of field goal team having a full 40 seconds to line up and get set and GT was taking there time as evident of 22 seconds coming off the play clock before Stoops even challenged and they still didn't even snap it yet. They were not rushing, go back and watch it.

There was nothing wrong with challenging it either, because it's the same as taking a timeout as coaches try to do at end of halfs to ice kickers. There is a lot to complain about with Stoops lol. Just on that one the challenge didn't cost them any points.
