He's saying that the percentage is high enough that universities would take action. For UK, this would mean a failed course with a notation showing that the class was failed due to cheating.

Yeah, definitely wasn't defending the plagiarism and as you mentioned, my post almost reads as showing that she's guilty lol. I just thought that was really interesting because Christie was saying it was only 7% plagiarized, which should be considered unacceptable, but it seemed as though he was saying "it was just 7%".

July 20, 201610 yr Author Report came out today saying that Trump Jr called Gov Kasich after he quit the race and asked if he would like to be the "most powerful VP" ever. Says he would have complete control over domestic AND foreign policy. When asked what Mr Trump would be responsible for - "making America great again." So maybe the VP DOES matter in this one.
