Colorado Springs was easier to delineate early on because of the target (Planned Parenthood). No such political target in San Bernardino ... just a bunch of county workers attending a party, and the shooter apparently had a score to settle with one or more. Definition I saw said 4 or more, including the shooter, who were shot. I read the the "old" definition by the FBI was in regards to deaths. Not sure what their new definition is.
