University police all have Countywide jurisdiction. This being because not all students live on campus. A case may take them well off campus.

My niece is a student and lives in KY. Do they have jurisdiction there too?

One description of the altercation said that when the officer and the victim were fighting/arguing about getting out of the car the officer fell when he was trying to pull the door open. Car took off. Officer then fired.

 

IF (KEY WORD HERE) that is the case I would struggle to see the shooting being justified.

 

On the other hand, if that is the case it could be viewed as;

Officer fell down, driver tried to flee the scene and almost ran over the officer and putting his life in danger. Officer's life was endangered and therefor justified in retaliating.

 

As I said, people will see what they want to see. There will be 2 sides to the same video and as mentioned it could lead to a potential time bomb for the city.

Best way to think of University police is city cops paid for by the university.

Agreed IF the officer fell to a spot where he was susceptible to being hurt by the car. It depends on where he fell and where the car was heading.

I think we've all learned not to immediately trust eye witnesses when it comes to police encounters. They see what they want to see.

Agreed! I have seen it many times, as I am sure you have as well, witnesses are good "at times", but are many times not very reliable, even if well meaning.

 

If one is under a car and in danger, the car is a lethal weapon and that car due to the driver could very easily kill the person. If this did happen this way it's is self defense. But we all know that some will attempt to spin it in their favor.

 

I don't get why some are upset as the officer and PD take their time to get ALL of the FACTS

The picture I have from reading the accounts is that Tensing was partially in the car struggling with Dubose when Dubose floored it, Tensing shot him, dropped from the car as he was released by the now dead Dubose, and tore up his legs as he dropped to the pavement from the moving car. This picture sounds very similar to the case in Boone County. And again, this could be completely wrong but that's what I've pulled out of the reports.

Unless it has changed all NKY officers have jurisdiction in all 3 counties.

A little is fine. Three miles outside a campus jurisdiction is farther than a little. That's like 15 blocks.

I do not like the comment by the NKU police chief. He is correct about probable cause, but the death has nothing to do with a missing front license plate. The guy is not dead because of a missing plate.

Actually not so much, UC Campus is right between two highways (interstates) Id say that both interstates are within their jurisdiction, for a small part anyways.

Three miles is three miles whether on surface streets or the interstate. Yes, you can travel on one faster, but the distance is the issue. Doesn't change my concern.

We're getting side tracked from the topic here. If we want to continue to debate how far a jurisdiction should stretch, that's probably for another thread.
