Spotted him at Vine and McMillian near the UC campus and pursued him for about a half of a mile according to the article.

 

No problem with half a mile at all. Plantman said it was three miles they could go off campus. I commented that I thought that was too far.

If I lawfully order you out of your vehicle and you refuse to come out I was well trained on how to get you out of the vehicle.

 

In other words, once the officer wants you out and you refuse (and given some other factors like alcohol) the officer needs to use force to extricate you from the vehicle.

 

And there are plenty of people out there stronger, you have to use tactics, smarts, experience, the tools provided to you, your training, etc. Trust me, they come out of the vehicle every last time.

Car was registered to a woman.

Doesn't anyone want to know why a UC cop was stopping people off campus? How far are they allowed to follow a person and do they have the authority to follow them for a missing license plate violation? Seems odd.

So that will be the big factor here. Barring the officer being dragged down the road by the victim and knowing there was no weapon I am struggling to come with scenarios that warrant a shooting.

It would have to be a situation where the officer feared for his life. I guess time, and the video, will tell.

I've never heard of this 48 hour wait period before giving a statement. Is that common in law enforcement?
