I didn't realize they kept track of this sort of thing but they do, apparently. In 2013, Ohio and KY have faced off 18 times vs. each other. KY's record in those 18 games: 9 wins vs. 9 losses. I still believe that the larger schools in Ohio, on average, are better than the largest schools in KY but when looking at this finite sample, it shows that the states are not that far apart. About the same can be said on the programs that lost games from KY. There are good teams on both sides of the ledger in both categories. I agree with CardinalsFan. My first thought was that the really good Ohio teams, the playoff caliber teams in each class, are very good at scheduling because they have to be. Those teams don't lose very many games to KY schools. They know who to schedule and they are always looking for a "Harbin Cow" and calculating their risks. They are in a down cycle, especially by their standards, and this year's team may be down, but their program has been very good for a long time.
