The "rules" TRENCHMASTER is complaining about are not KHSAA rules at all. If your school district does not allow students from outside their area, that is a self-imposed restriction. If you want to change things, then you can always petition your school district to allow open enrollment.

This is a "state" rule, not local.

For example if a student in county A wants to go to school in county B, the school systems must have an agreement between systems to allow this. In some cases I think some systems may not agree to this, or may limit the number of students each year.

 

As far as accepting students from out of state I would guess all that would be needed would be for that student to pay tuition equal to the amount of money received from the state for each student during a school year since the state will not (or should not) pay for out of state students.

A school can take students from anywhere they want. But, for the ADA money to follow the student, both schools have to agree. That is probably what you are talking about.
