Bingo 32 minutes!! most of the refs who do girls basketball get in the rut of making the foul call on blocks regardless of what really took place. I think it has to do with the difference in elevation when girls block shots. Although some girls can really jump, most of the time their block is coming closer to the release of the ball from the shooters hands, opposed to boys where players are able to block shots after the release, so the seperation between the ball and the shooters hand makes it easier to discern a clean block. I think that coupled with (in most cases) the difference in talent levels between officals that do girls games opposed to boys makes for a lot of sterile calls in girls games.
