Then I don't see any way Melo or Howard are denied the Hall of Fame.

There are only two players who have scored 20,000+ who are eligible for the HOF and have not been inducted. And both of those were barely over. No one who has scored above 20,050 points in the NBA has not been inducted (30 players have, 12 are either active or not yet have reached the time period after retirement). Carmelo is over 25,000 and in the top 20 all-time.

 

He's a lock.

BTW, to add to my point, if Carmelo matches even last season's diminished scoring (just a hair over 16 PPG) for two more years, he'll be in the top 10 in points all-time. If he can do it for three years (or even at a lower clip for that), then there's a strong likelihood that he'll only be looking up at Kareem, Malone, Kobe, Jordan, Wilt, Dirk, LeBron in points. You may not like him, you may consider him "just a scorer", but be real - the guy is going.

scored a lot of points... a whole lot of points. His longevity has helped him. High PPG + play a lot of games = a lot of career points
